Escrow Policy / Requirements for Development Review

Effective January 1, 2004, the Charter Township of Northville adopted an Escrow Policy for all types of development reviews. In summary, the policy establishes:

  • A sum of money will be collected up front, prior to any meetings with staff or releasing review letters, to cover costs associated with the review.
  • The sum of money collected is based on the fees required for each step in a typical review process.
  • At each stage of the process, money is deducted from the escrow to cover township administrative and consultant review fees, as approved by the board of trustees.
  • An accounting of each withdrawal from the escrow account shall be provided to the applicant upon request.
  • Upon completion/approval of the site plan, or plat approval process, any remaining money will be refunded to the applicant. If the escrow fund reaches a balance of $250 before the final plans are approved, additional money will be required to replenish the escrow before additional reviews or meetings can be completed.
  • The escrow covers typical fees incurred by the township, including but not limited to, involvement by township staff and outside consultants, mailings and legal notice requirements for public hearings, applicant’s appearance at planning commission and/or board of trustees meetings, development fees and all other expenses and costs incurred by the Township which are directly associated with reviewing and processing a development application.

All fees must be paid prior to processing any applications. The amount of the escrow shall be established based on the size and type of the proposed development. The current escrow requirements are below.

2004 Requirements

Site condominiums/subdivision plats

Under 10 acres - $10,000
11 -20 acres - $15,000
21 – 30 acres - $20,000
Greater than 30 acres - $30,000

Open space developments

Under 30 acres - $15,000
31-50 acres – $11,000
50-100 acres - $14,000
101-250 acres - $23,000
251-500 acres - $38,000

Rezoning

Under 20 acres – $3,100
21-50 acres – $4,200
51-100 acres – $5,400
101-250 acres – $9,200
251 – 450 acres – $13,700

Land divisions/Combinations

$3,100

Commercial/Office/Research & development & attached multiple family

Under 10 acres - $9,000
11-20 acres - $13,500
21-30 acres - $16,000
Greater than 30 acres - $25,000

Planned unit developments

Under 30 acres - $15,000
31-50 acres – $18,000
50-100 acres - $26,000
101-250 acres - $45,000
251-500 acres - $95,000

Special land uses

Under 20 acres - $3,400
21-75 acres - $4,200
Greater than 75 acres - $4,800
